The Organization

The New England States Committee on Electricity, Inc. (NESCOE) is a non-profit entity governed by a board of managers appointed by the Governors of Connecticut, Maine, Massachusetts, New Hampshire, Rhode Island, and Vermont.  The Federal Energy Regulatory Commission (FERC) recognizes NESCOE as the Regional State Committee for New England.  NESCOE’s general purpose is to represent the collective perspective of the six New England states in regional electricity matters.  Additional information is available at nescoe.com.

Position Overview

NESCOE seeks an analyst experienced in regional transmission planning and electric system reliability.

This position assists in tracking and analyzing ISO New England’s (ISO-NE) transmission planning process, transmission cost issues, and system operations.  The position will assist NESCOE Managers’ and staffs’ understanding of the implications of ISO-NE and transmission owner practices, and proposals that ISO-NE or others sponsor, on reliability, transmission infrastructure, and associated consumer costs. This position also provides technical and analytical support in the development and advocacy of NESCOE proposals and recommendations, including legal filings, to advance NESCOE’s objectives in regional transmission and reliability-related matters.

This position reports to NESCOE’s executive director.

 Job Duties and Responsibilities

  • Represent NESCOE at ISO-NE’s Planning Advisory Committee and transmission and reliability-related NEPOOL technical committees, including, for example, the Reliability, Transmission, and Power Supply Planning Committees, and associated work groups.
  • Conduct research and analysis to inform NESCOE positions; to help educate NESCOE on emerging developments related to transmission, system reliability, associated consumer cost, and intersection with state policies and requirements; and to help monitor activities affecting New England at FERC, in other regions and as relevant, reliability standards organizations.
  • Succinctly communicate pending and emerging issues to NESCOE Managers and staff.
  • Clearly communicate questions, concerns, and NESCOE’s positions to ISO-NE and stakeholders.
  • Assist in the development of proposals to advance NESCOE’s interests and address concerns.
  • Review and evaluate ISO-NE and stakeholder proposals recommending revisions as needed.
  • Contribute to ISO-NE’s and NESCOE’s transmission and reliability-related studies.
  • Review transmission costs, including proposed projects and cost containment measures and inputs to the transmission owners’ annual formula rate filing.
  • Support NESCOE counsel on FERC filings and in other legal proceedings.
  • Provide general support as needed for the operations and activities of a small organization.

Requirements, Skills and Experience:

  • Bachelor’s degree required; engineering background and graduate degree valued.
  • Demonstrated ability to work collaboratively.
  • Strong written and verbal advocacy skills essential, including ability to write clearly about complex topics.
  • Minimum 5-years’ experience in the New England electric industry or other regional transmission organization.
  • Demonstrated familiarity with regional transmission organization/FERC regulatory framework and approaches to transmission planning and transmission formula rates.
  • Experience with ISO-NE’s Planning Advisory Committee and NEPOOL’s Reliability, Transmission, and related work groups valued, including, for example, the annual tie benefit and Installed Capacity Requirement development process.
  • Experience with load flow studies and other power system analyses a plus.
  • Familiarity with state jurisdictional power systems and policies, such as interconnection processes, energy efficiency, and distributed generation a plus.
  • Proficient in Microsoft applications; strong Excel and PowerPoint skills required.
  • Geographic location: Position is remote with some travel required for attendance at regional meetings. Applicants should be based in New England; Washington D.C. considered.
