Subject:          Confirmation of Six-Month Engagement Period of Long-Term Regional Transmission Cost Allocation

NESCOE writes to acknowledge receipt of ISO New England’s (ISO-NE) notification regarding the commencement of the Engagement Period as mandated by the Federal Energy Regulatory Commission (FERC) Orders 1920, 1920-A, and 1920-B.[1]

As requested, NESCOE confirms the following details outlined in your notification:

• The Engagement Period to establish an agreement on a Long-Term Regional Cost Allocation Method(s) and/or State Agreement Process begins on August 17, 2026, and ends on February 17, 2027, unless an extension is requested by the Relevant State Entities.
• The deadline for communicating any such agreement is February 26, 2027. This communication will be sent directly to Brent Oberlin via email at Order1920@iso-ne.com.
• NESCOE will serve as the regional representative for the Relevant State Entities.
• NESCOE’s existing procedures will serve as the means for the Relevant State Entities to discuss and establish agreement on a Long-Term Regional Cost Allocation Method(s) and/or State Agreement Process.
• ISO-NE will facilitate and participate in discussions during the Engagement Period, the timing and mechanics of which will be determined at a later date.
• NESCOE will also serve as the means by which ISO-NE will consult with the Relevant State Entities (1) on the development of evaluation and selection criteria and a voluntary funding process to inform the compliance filing; and (2) during future Order 1920 planning cycles.
