Subject: Comments on the draft 2013 Regional System Plan

The New England States Committee on Electricity (NESCOE) appreciates the opportunity to provide comments on the draft 2013 Regional System Plan.

While past RSPs have provided a useful snapshot of system conditions and description of federal, regional and state initiatives, NESCOE has identified – in some cases over multiple years – areas where the RSP had, in NESCOE’s view, needed improvements.  The draft 2013 RSP responds to many of the concerns NESCOE has expressed historically regarding the RSP, including restructuring the document to better capture the “plan” aspect of the RSP.  The draft 2013 RSP is well written and overall reflects, appropriately, a factual presentation of the analysis.

NESCOE appreciates how the draft 2013 RSP has evolved and ISO-NE’s efforts to enhance the RSP, which serves not only as a regional resource but also a reference document for those outside New England.  In light of the quality of the draft and changes made, NESCOE does not offer overarching substantive comments as it has in past years.  Instead, NESCOE’s comments provide non-material suggestions as the draft is further refined, which are contained in the accompanying red-lined document.
