NESCOE Welcomes Shannon Beale as Assistant General Counsel
October 3, 2022 – The New England States Committee on Electricity (NESCOE) is pleased to welcome Shannon Beale to its staff as Assistant General Counsel.
Shannon brings to NESCOE considerable regulatory and legal experience on behalf of New England electricity consumers. She joins NESCOE from the Massachusetts Office of the Attorney General, where she served as an Assistant Attorney General in its Energy and Telecommunications Division. Prior to that, Shannon was Counsel and Hearing Examiner with the Massachusetts Department of Public Utilities. In those positions, Shannon worked on a wide range of energy regulatory issues, including interconnection, solar net metering and contracts with large scale clean power resources. Shannon also has legal appellate experience, where she led and contributed to cases involving appeals of various state regulatory agency decisions.
Earlier in her career, Shannon practiced law with a firm that focused on litigation and had several law clerk positions, including with the Environmental Protection Agency.
Shannon has a Bachelor of Arts, cum laude, from Ithaca College. She has a Juris Doctor and Master of Environmental Law and Policy, magna cum laude, from the Vermont Law School, where she was on the Dean’s List, served as an editor of the Vermont Journal of Environmental Law, and was President and Captain of the Ice Hockey Club.
